Is the project defined enough to assess technical fit? What is still preliminary?
Owner and authority
Who controls the relevant decisions and what information is approved for release?
Capability and partners
Would engineering, equipment, construction, finance or consortium partners be needed?
Formal process
If a regulated tender exists, follow the published procurement route and do not treat exhibition discussion as a substitute.
